ECA statement on the right of the workers’ - people’s families to vacation and recreation

Year after year, poverty extends its claws among the working population, striking in a multi-faceted way. It affects their housing situation, their employment and their possibility to enjoy vacations and to rest during the summer - within the European Union, more than 40 million people, based on official figures alone, find themselves in what is called “vacation poverty”, which is an inability to afford a week-long trip away from home.

As the contradictions within the imperialist system sharpen, the situation for the working people of the world deteriorates; as capital in every country exploits the labour of the working class in collusion with governments and the EU and channels more funds to strengthen the war industry and prepare for war and for its own competitiveness, it leaves working families with less and less. Among other ways this manifests itself in fewer families having the possibility for meaningful recreation and vacation, cuts in social tourism programmes, and commercialization of beaches, forests and mountains for business activities.

At the same time, tourism under capitalism becomes a burden for many communities that crumble under the weight of mass tourism based on the profitability of capitalist market, driving prices through the roof and disrupting the possibilities for a normal life of the local population under the weight of the lack of modern civil protection infrastructure and staffed services due to the dangerous cost - benefit criterion. In the age of artificial intelligence, when workers —including those in the food and tourism sector— could work fewer hours, with less effort, and be paid more, ultimately they work exhausting hours in appalling conditions and for low wages.

This development, where recreation and rest is denied to more and more people, and where mass tourism takes on unmanageable proportions, is not necessary, but rather a result of the capitalist system and its logic.

We support the struggles of workers in the tourism and hospitality sector, and the demands of working people for free and open access to beaches, forests and mountains, free from business activities.

However, the capitalist system is unable to guarantee the right to recreation and vacation and in its stead, we highlight the need for a planned economy, guaranteeing the working people sufficient infrastructure to give them a dignified way to spend their vacations, and to plan tourism in such a way, as to make it rewarding and and allow for the recovery of mind and body.

With the working people in power, in charge of their planned economy, the door is opened to the organization of the planning of collective solutions, where working families are guaranteed recreational homes and sanatoriums, just as they were in the socialist countries, which emphasized the importance of rest and recreation as an integral element of their economy and society.

The struggle to expand vacation allowances, make holidays more affordable and raise wages to allow for sufficient recreation is a part of the class struggle and cannot be waged in isolation from the need for the revolutionary overthrow of capitalism.

Therefore, we are clear that only a socialist system can ensure the direction of resources to the welfare of the workers, the meeting and extension of the right of workers to vacation and recreation.

Declaración de la ACE sobre el derecho de las familias obreras y populares a las vacaciones y el ocio

 

Año tras año, la pobreza extiende sus zarpas entre la población trabajadora, golpeando de manera multifacética; afectado a la situación de la vivienda, a su empleo y a la posibilidad de que disfrute de unas vacaciones y descanse durante el verano. Dentro de la Unión Europea, más de 40 millones de personas —basándose solo en cifras oficiales— se encuentran bajo lo que se llama una “pobreza vacacional”, que es la incapacidad de permitirse un viaje de una semana fuera de casa.

Al agudizarse las contradicciones en el seno del sistema imperialista, se deteriora la situación del pueblo trabajador del mundo; el capital, al explotar el trabajo de la clase obrera en todos los países con la connivencia de los gobiernos y la UE y canalizar más fondos para fortalecer la industria bélica y prepararse para la guerra y su propia competitividad, deja a las familias obreras con cada vez menos. Entre otras formas, esto se manifiesta en cada vez menos familias teniendo la posibilidad de un ocio y unas vacaciones significativos, recortes en programas de turismo social y comercialización de playas, bosques y montañas para actividades empresariales.

Al mismo tiempo, el turismo se convierte bajo el capitalismo en un lastre para muchas comunidades que se derrumban bajo el peso del turismo masivo basado en la rentabilidad del mercado capitalista, disparando los precios y trastocando las posibilidades de una vida normal de la población local bajo el peso de la falta de una infraestructura moderna de protección civil y de servicios con personal, debido al peligroso criterio coste-beneficio. En la época de la inteligencia artificial, en la que los trabajadores —incluyendo los de los sectores alimentario y turístico— podrían trabajar menos horas, con menos esfuerzo, y estar mejor remunerados, éstos realizan al final jornadas extenuantes en condiciones deplorables y por bajos salarios.

Este suceso, en el que se niega el ocio y el descanso a cada vez más personas y el turismo masivo toma unas proporciones inabarcables, no es necesario. Más bien es una consecuencia del sistema capitalista y de su lógica.

Apoyamos las luchas de los trabajadores en el sector del turismo y la hostelería y las reivindicaciones de los trabajadores de acceso libre y gratuito a playas, bosques y montañas, libre de las actividades empresariales.

Sin embargo, el sistema capitalista es incapaz de garantizar el derecho al ocio y las vacaciones y, en su lugar, destacamos la necesidad de una economía planificada que garantice al pueblo trabajador unas infraestructuras suficientes para dotarles de una forma dignificada de pasar sus vacaciones y planificar el turismo de tal forma que sea gratificante y permita recuperar cuerpo y mente.

Con los trabajadores en el poder, a cargo de su economía planificada, se abre la puerta a la organización de la planificación de soluciones colectivas, en las cuales se garantiza a las familias trabajadoras casas de recreo y sanatorios, como los había en los países socialistas, lo cual acentúa la importancia del descanso y el ocio como elemento integral de su economía y sociedad.

La lucha por ampliar los permisos vacacionales, por hacer las vacaciones más asequibles y por subir los salarios para permitir un ocio suficiente es parte de la lucha de clases y no puede librarse aislada de la necesidad del derrocamiento revolucionario del capitalismo.

Por tanto, dejamos claro que solo un sistema socialista puede garantizar la dirección de los recursos hacia el bienestar de los trabajadores, la satisfacción y extensión del derecho de los trabajadores a las vacaciones y el ocio.
