Statement of the European Communist Action:On the three years since the formal beginning of the imperialist war in Ukraine

The war that formally began three years ago with the Russian invasion of Ukraine continues, shedding the blood of two peoples who lived, fought and prospered together under the USSR and who are now suffering under capitalism, after the prevalence of the counter-revolution.

These developments confirm the positions of European Communist Action on the imperialist character of the war, which broke out amid the sharpening of the competition and contradictions between the two warring capitalist camps.

It is now clearer than it was three years ago that this is not just a conflict between Russia and Ukraine, but an extended conflict between the Ukrainian bourgeoisie, the USA, the EU and NATO on the one side and the Russian bourgeoisie and its allies on the other.

There is a strong tendency towards the internationalization and spread of the conflict, with the generalization of economic and commercial warfare, the use of ever more advanced and powerful weapons systems, the threat of nuclear weapons, the direct and indirect involvement of a growing number of states on the side of the warring parties, and the merging with other hotbeds of war where the same powers are clashing, such as in the Middle East, the Pacific, the Arctic, Africa, and so on. The confrontation between the USA and China occupies a decisive position in the international competition.

NATO’s aggression is increasing, while new countries have joined it during these three years of war (Sweden and Finland). Its presence in the Baltic Sea is being strengthened, military exercises in the Balkans are multiplying and bases are being built on the borders with Russia and in the eastern Mediterranean. At the same time, the increase in military spending by NATO members is expected to be much higher than 2%. In fact, there is talk of at least 3% and even 5% of each country’s GDP.

The militarization of the EU is intensifying. The Draghi report marks the acceleration of the transition to a war economy, while the Niinistö report predicts that in the next 7 years the EU will have to spend almost 20% of its budget on war preparations. There is open talk of sending troops to Ukraine, either on the war fronts or as “security guarantees”, while the EU has already overtaken the USA in arms supplies to Ukraine.

On the other hand, Russia’s military spending will reach 6.3% of GDP in 2025 and it plans to spend 40% of its state budget on “defence and security needs” in 2025.

Both sides in the war are deploying new and more destructive weapons systems, while the threat of using nuclear weapons in the conflict has increased.

Moreover, as NATO Secretary General M. Rutte and the bourgeois governments are provocatively declaring, the peoples are being asked to pay a heavier price through severe cuts in the already inadequate state spending on health, social security, education and other social sectors, in order to finance the war, which is being waged only for the interests and profits of the capitalists. At the same time, they face growing anti-communism, repression, and the curtailment of democratic and trade union rights and freedoms.

Any negotiation process for a supposedly “peaceful” settlement of the imperialist war in Ukraine between the USA and Russia, such as the recent telephone conversation between Trump and Putin or those that will follow, are against the interests of the peoples because these are bound to leave the real causes of the war untouched. Besides, both military and political–diplomatic moves, plans and discussions on “the day after” and the growing competition for the role that each imperialist power will play in them confirm that, regardless of the pretexts used by the bourgeois classes to mislead the peoples, the root cause of the conflict lies in the competition among monopoly groups and capitalist states for the control of natural resources, transport routes, geo-strategic footholds and market shares. 

No political–diplomatic initiative will put an effective end to such a war. Any compromise between the rival bourgeois camps, even if it is reached, will be fragile and temporary, like the previous ones, because the causes that give rise to it, i.e. capitalist exploitation, the pursuit of profit and the competition between the monopolies, will remain intact.

Our Parties lead the struggle against the imperialist war, the bourgeois classes, their aspirations and the involvement of their governments in it. The peoples must not wait for a “solution” coming from the negotiating tables of the imperialists or believe that there can be a "peaceful" capitalism. Their “peace” will always prepare for new wars and bloodshed. The way out of the imperialist war in their own interest can only be given by the peoples through the decisive strengthening of their struggle, against foreign bases and the deployment of military units and military equipment outside the borders, as well as against war spending for the interests of capital, against capitalism that goes hand in hand with war. We call for a struggle against NATO, the EU and all other imperialist unions and capitalist alliances.

We mobilize the working class and the popular strata to demand their rights and the satisfaction of their needs, against the anti-people policies of the bourgeois governments, whose aims are served by war with other, violent means.

We fight against chauvinism, nationalism and fascism that the capitalist system gives rise to. We promote solidarity and friendship among the peoples. We fight so that our peoples do not choose one side of the war against the other, but to vigorously join the struggle for the overthrow of the capitalist system, which is the cause of the imperialist wars, for a society without exploitation of man by man, which can guarantee true peace, security and prosperity of the peoples, for socialism.

Declaración de la Acción Comunista Europea sobre los 3 años desde el inicio formal de la guerra imperialista en Ucrania

 

La guerra que comenzó formalmente hace tres años, con la invasión rusa de Ucrania, continúa derramando la sangre de dos pueblos que vivieron, lucharon y prosperaron juntos bajo la URSS y que ahora sufren bajo el capitalismo, tras la victoria de la contrarrevolución.

Estos acontecimientos confirman las posiciones de la Acción Comunista Europea sobre el carácter imperialista de la guerra, que estalló en medio de la agudización de la competencia y las contradicciones entre los dos bandos capitalistas beligerantes.

Ahora está más claro que hace tres años que éste no es solo un conflicto entre Rusia y Ucrania, sino un conflicto extendido entre la burguesía ucraniana, EE.UU., la UE y la OTAN, por un lado, y la burguesía rusa y sus aliados por otro.

Hay una fuerte tendencia a la internacionalización y extensión del conflicto, con la generalización de la guerra económica y comercial, el uso de sistemas de armamento más avanzados y potentes, la amenaza de las armas nucleares, la implicación directa e indirecta de un número creciente de estados en el bando de las partes beligerantes y la fusión con otros puntos calientes donde se enfrentan las mismas potencias, como en Oriente Medio, el Pacífico, el Ártico, África, etc. La confrontación entre EE.UU. y China toma una posición decisiva en la competencia internacional.

La agresión de la OTAN aumenta, mientras que en estos tres años de guerra se han unido a ella nuevos países (Suecia y Finlandia); se fortalece su presencia en el Mar Báltico, se multiplican los ejercicios militares en los Balcanes y se construyen bases en las fronteras con Rusia y el Mediterráneo oriental. Al mismo tiempo, se espera que el aumento del gasto militar de los miembros de la OTAN supere mucho más del 2%. De hecho, hay conversaciones de que alcance al menos el 3% o incluso el 5% del PIB de cada país.

Se intensifica la militarización de la UE. El informe Draghi marca la aceleración de la transición a una economía de guerra, mientras que el informe Niinistö predice que en los próximos 7 años la UE tendrá que gastar casi el 20% de su presupuesto en preparativos de guerra. Hay conversaciones abiertas sobre el envío de tropas a Ucrania, ya sea en los frentes de guerra o como “garantes de la seguridad”, mientras la UE ya ha superado a EE.UU. en la provisión de armas a Ucrania.

Por otro lado, el gasto militar de Rusia alcanzará el 6,3% del PIB en 2025 y planea gastar el 40% de su presupuesto estatal de 2025 en “necesidades de defensa y seguridad”.

Ambos bandos de la guerra despliegan nuevos sistemas de armamento más destructivos, mientras aumenta la amenaza de uso de armas nucleares en el conflicto.

Además, el Secretario General de la OTAN, M. Rutte, y los gobiernos burgueses declaran de manera provocadora que se está pidiendo a los pueblos que paguen un precio mayor a través de recortes severos en un gasto estatal ya inadecuado en sanidad, seguridad social, educación y otros sectores sociales con el fin de financiar la guerra, que se está librando solo por el interés y los beneficios de los capitalistas. Al mismo tiempo, se enfrentan a un creciente anticomunismo, represión, y reducción de derechos y libertades democráticas y sindicales.

Cualquier proceso de negociación de un supuesto acuerdo “pacífico” de la guerra imperialista en Ucrania entre EE.UU. y Rusia, como la reciente conversación telefónica entre Trump y Putin o las que la sigan, será en contra de los intereses de los pueblos, ya que quedará vinculado al hecho de dejar las causas reales de la guerra intactas. Además, los movimientos, planes y debates, tanto militares como geopolíticos, sobre “el día después” y la creciente competencia por el papel que cada potencia imperialista desempeñe en ellos confirma que, independientemente de los pretextos utilizados por las clases burguesas para confundir a los pueblos, la raíz del conflicto recae en la competencia entre grupos monopolistas y estados capitalistas por el control de recursos naturales, rutas de transporte, posiciones geoestratégicas y cuotas de mercado.

Ninguna iniciativa política-diplomática pondrá un fin efectivo a dicha guerra. Aunque se alcance alguno, cualquier compromiso entre los bandos burgueses rivales será frágil y temporal, como los anteriores, porque seguirán intactas las causas de la que surgen; es decir, la explotación capitalista, la búsqueda de beneficios y la competencia entre monopolios.

Nuestros Partidos lideran la lucha contra la guerra imperialista, las clases burguesas, sus aspiraciones y la implicación de sus gobiernos en ella. Los pueblos no deben esperar una “solución” procedente de las mesas de negociación de los imperialistas o creer en que pueda haber un capitalismo “pacífico”. Su “paz” siempre preparará nuevas guerras y derramamientos de sangre. La salida a la guerra imperialista por su propio interés solo pueden darla los pueblos mediante el firme fortalecimiento de su lucha contra las bases extranjeras y el despliegue de unidades militares y de equipo militar fuera de las fronteras, así como contra el gasto bélico por el interés del capital, contra el capitalismo que va de la mano de la guerra. Llamamos a luchar contra la OTAN, la UE y todas las demás uniones imperialistas y alianzas capitalistas.

Movilizamos a la clase obrera y las capas populares para que reivindiquen sus derechos y la satisfacción de sus necesidades, contra las políticas antipopulares de los gobiernos burgueses, a cuyos objetivos sirven la guerra junto con otros medios violentos.

Luchamos contra el chovinismo, el nacionalismo y el fascismo que genera el sistema capitalista. Fomentamos la solidaridad y la amistad entre los pueblos. Luchamos para que nuestros pueblos no elijan un bando de la guerra frente al otro, sino que se unan con fuerza a la lucha por el derrocamiento del sistema capitalista, el cual es la causas de las guerras imperialistas, por una sociedad sin la explotación del hombre por el hombre, que puede garantizar la paz, seguridad y prosperidad genuinas de los pueblos, por el socialismo.

ΑΝΑΚΟΙΝΩΣΗ ΤΗΣ ΕΥΡΩΠΑΪΚΗΣ ΚΟΜΜΟΥΝΙΣΤΙΚΗΣ ΔΡΑΣΗΣ

Για τα 3 χρόνια από την τυπική έναρξη του ιμπεριαλιστικού πολέμου στην Ουκρανία

 

Ο πόλεμος που τυπικά μόνο ξεκίνησε πριν από 3 χρόνια με τη ρωσική εισβολή στην Ουκρανία συνεχίζεται αιματοκυλώντας δύο λαούς που έζησαν, αγωνίστηκαν και δημιούργησαν πλάι πλάι στο πλαίσιο της ΕΣΣΔ και σήμερα υποφέρουν σε συνθήκες καπιταλισμού, μετά την επικράτηση της αντεπανάστασης.

Οι εξελίξεις επιβεβαιώνουν τις τοποθετήσεις της Ευρωπαϊκής Κομμουνιστικής Δράσης αναφορικά με τον ιμπεριαλιστικό χαρακτήρα του πολέμου, που ξέσπασε κάτω από την όξυνση των ανταγωνισμών και αντιθέσεων μεταξύ δύο αντιμαχόμενων καπιταλιστικών στρατοπέδων.

Είναι σήμερα πιο φανερό από πριν 3 χρόνια πως δεν πρόκειται απλώς για μια σύγκρουση Ρωσίας - Ουκρανίας, αλλά για μια διευρυμένη σύγκρουση μεταξύ της ουκρανικής αστικής τάξης, των ΗΠΑ, της ΕΕ και του ΝΑΤΟ, από τη μία, και της ρωσικής αστικής τάξης και των συμμάχων της, από την άλλη.

Είναι έντονη η τάση διεθνοποίησης και διάχυσης της σύγκρουσης, με τη γενίκευση του οικονομικού και εμπορικού πολέμου, τη χρήση ολοένα και πιο προηγμένων και ισχυρών οπλικών συστημάτων, την απειλή χρήσης πυρηνικών όπλων, την εμπλοκή - άμεση και έμμεση - αυξανόμενου αριθμού κρατών στο πλευρό των εμπόλεμων μερών, τη συσχέτιση με άλλα θερμά μέτωπα, όπου συγκρούονται οι ίδιες δυνάμεις, στη Μέση Ανατολή, στον Ειρηνικό, στην Αρκτική, στην Αφρική κ.α. Καθοριστική θέση στον διεθνή ανταγωνισμό κατέχει η αντιπαράθεση ΗΠΑ - Κίνας.

Δυναμώνει η επιθετικότητα του ΝΑΤΟ, στο οποίο κατά τη διάρκεια αυτών των 3 χρόνων του πολέμου εντάχθηκαν νέες χώρες (Σουηδία, Φινλανδία). Ενισχύεται η παρουσία του στη Βαλτική, πολλαπλασιάζονται οι στρατιωτικές ασκήσεις στα Βαλκάνια και οι βάσεις στα σύνορα με τη Ρωσία και στην Ανατολική Μεσόγειο. Την ίδια ώρα προδιαγράφεται η αύξηση των στρατιωτικών δαπανών των κρατών - μελών του ΝΑΤΟ πολύ πάνω από το 2%. Γίνεται λόγος για τουλάχιστον 3%, ακόμα και 5% του ΑΕΠ κάθε χώρας.

Εντείνεται η στρατιωτικοποίηση της ΕΕ. Η έκθεση Ντράγκι σηματοδοτεί την επιτάχυνση του περάσματος στην πολεμική οικονομία, ενώ η έκθεση Νιινίστο προβλέπει ότι η ΕΕ την επόμενη 7ετία θα πρέπει να δαπανήσει σχεδόν το 20% του προϋπολογισμού της για την πολεμική προπαρασκευή. Ανοιχτά γίνεται συζήτηση για αποστολή στρατευμάτων στην Ουκρανία, είτε στα μέτωπα του πολέμου είτε ως «εγγυήσεων ασφαλείας», ενώ ήδη η ΕΕ ξεπέρασε τις ΗΠΑ σε παραδόσεις όπλων στην Ουκρανία.

Από την άλλη, στη Ρωσία οι στρατιωτικές δαπάνες το 2025 θα φτάσουν το 6,3% του ΑΕΠ και προβλέπεται το 40% των δαπανών του κρατικού προϋπολογισμού της για το 2025 να κατευθυνθεί για τις ανάγκες «της άμυνας και της ασφάλειας».

Και οι δύο πλευρές του πολέμου ρίχνουν στον πόλεμο νέα και πιο καταστροφικά οπλικά συστήματα, ενώ έχουν αυξηθεί και οι απειλές για χρήση στη σύγκρουση πυρηνικών όπλων.

Επιπλέον, οι λαοί - όπως δηλώνουν προκλητικά ο γγ του ΝΑΤΟ, Ρούτε, και οι αστικές κυβερνήσεις - καλούνται να πληρώσουν ακόμα βαρύτερο τίμημα με σκληρές περικοπές στις ήδη ανεπαρκείς κρατικές δαπάνες για Υγεία, Ασφάλιση, Παιδεία και άλλους κοινωνικούς τομείς, για να χρηματοδοτήσουν τον πόλεμο που γίνεται μόνο για τα συμφέροντα και τα κέρδη των καπιταλιστών. Ταυτόχρονα, βρίσκονται αντιμέτωποι με τον αυξανόμενο αντικομμουνισμό, την καταστολή, την περιστολή δημοκρατικών και συνδικαλιστικών δικαιωμάτων και ελευθεριών.

Η όποια εκκίνηση διαδικασίας διαπραγματεύσεων δήθεν «ειρηνικής» διευθέτησης του ιμπεριαλιστικού πολέμου στην Ουκρανία ανάμεσα σε ΗΠΑ και Ρωσία, όπως και η πρόσφατη τηλεφωνική συνομιλία Τραμπ - Πούτιν ή αυτές που θα ακολουθήσουν, είναι σε αντίθεση με τα συμφέροντα των λαών, γιατί είναι δεδομένο ότι αφήνουν ανέγγιχτες τις πραγματικές αιτίες της πολεμικής σύγκρουσης. Αλλωστε, οι στρατιωτικές όσο και οι πολιτικές - διπλωματικές κινήσεις, τα σχέδια και οι συζητήσεις για την «επόμενη μέρα», και ο εξελισσόμενος ανταγωνισμός για τον ρόλο της κάθε ιμπεριαλιστικής δύναμης σε αυτά, επιβεβαιώνουν ότι, ανεξάρτητα από τα προσχήματα με τα οποία οι αστικές τάξεις επιχειρούν να παραπλανήσουν τους λαούς, η ρίζα της σύγκρουσης βρίσκεται στους ανταγωνισμούς των μονοπωλιακών ομίλων και των καπιταλιστικών κρατών για τον έλεγχο των φυσικών πόρων, των δρόμων μεταφοράς, των γεωστρατηγικών στηριγμάτων, των μεριδίων των αγορών.

Σε έναν τέτοιο πόλεμο δεν πρόκειται να δώσει ουσιαστικό τέλος καμία πολιτική - διπλωματική πρωτοβουλία. Ο όποιος συμβιβασμός μεταξύ των αντίπαλων αστικών στρατοπέδων, ακόμη κι αν επιτευχθεί, θα είναι εύθραυστος και προσωρινός, όπως και οι προηγούμενοι, καθώς θα παραμένουν άθικτες οι αιτίες που γεννάνε αυτόν τον πόλεμο, η καπιταλιστική εκμετάλλευση, το κυνήγι του κέρδους, ο ανταγωνισμός των μονοπωλίων.

Τα Κόμματά μας πρωτοστατούν στον αγώνα ενάντια στον ιμπεριαλιστικό πόλεμο, ενάντια στις αστικές τάξεις, στις επιδιώξεις τους και στην εμπλοκή των κυβερνήσεών τους σε αυτόν.

Να μην περάσει κλίμα αναμονής στους λαούς για «λύση» από τα τραπέζια των διαπραγματεύσεων των ιμπεριαλιστών και η πλάνη πως μπορεί να υπάρξει ένας «ειρηνικός» καπιταλισμός. Η «ειρήνη» τους πάντα θα προετοιμάζει τους νέους πολέμους και τις αιματοχυσίες.

Τη διέξοδο από τον ιμπεριαλιστικό πόλεμο προς το δικό τους συμφέρον μπορούν να τη δώσουν μόνο οι λαοί με την αποφασιστική ενίσχυση της πάλης τους, ενάντια στις ξένες βάσεις και στην αποστολή στρατιωτικών τμημάτων και στρατιωτικού εξοπλισμού εκτός συνόρων, όπως και ενάντια στις πολεμικές δαπάνες για τα συμφέροντα του κεφαλαίου, ενάντια στον καπιταλισμό, που είναι «νύχι - κρέας» με τον πόλεμο.

Καλούμε σε αγώνα ενάντια σε ΝΑΤΟ, ΕΕ και κάθε είδους άλλες ιμπεριαλιστικές ενώσεις και καπιταλιστικές συμμαχίες.

Κινητοποιούμε την εργατική τάξη και τα λαϊκά στρώματα για τη διεκδίκηση των δικαιωμάτων και την ικανοποίηση των αναγκών τους, ενάντια στις αντιλαϊκές πολιτικές των αστικών κυβερνήσεων, τις επιδιώξεις των οποίων υπηρετεί ο πόλεμος με άλλα μέσα.

Αντιπαλεύουμε τον σοβινισμό, τον εθνικισμό, τον φασισμό που είναι γέννημα - θρέμμα του καπιταλιστικού συστήματος. Καλλιεργούμε την αλληλεγγύη, τη φιλία μεταξύ των λαών.

Αγωνιζόμαστε ώστε οι λαοί μας να μην επιλέξουν τη μια πλευρά του πολέμου έναντι της άλλης, αλλά να μπουν ορμητικά στον αγώνα για την ανατροπή του καπιταλιστικού συστήματος, που είναι η αιτία των ιμπεριαλιστικών πολέμων, για μια κοινωνία χωρίς εκμετάλλευση ανθρώπου από άνθρωπο, που μπορεί να εγγυηθεί την πραγματική ειρήνη, ασφάλεια και ευημερία των λαών, για τον σοσιαλισμό.
